1. General Provisions & Regulatory Licensing
These Terms and Conditions ("Terms") apply to quotations, equipment supply, security system installation, diagnostic call-outs and maintenance services provided by Lion Securisia Engineering LLP (鼎坤盾工程公司) ("Lion Securisia", "we", "us", or "our"), a Singapore Police Force (SPF) licensed security service provider (Licence No. L/PS/001019/2025P) and bizSAFE Level 4 certified engineering firm, located at 3 Coleman Street #03-24, Singapore 179804.
These Terms apply to a particular engagement where they have been provided or made available to the client ("Client" or "you") before the Client accepts the quotation or confirms the service. Acceptance may be recorded by signing or accepting a quotation, confirming an order in writing (including by WhatsApp or email), or paying an agreed deposit after the Terms have been made available. If a signed contract or accepted quotation contains specific terms that conflict with these Terms, the specific written terms will prevail for that conflict.
2. Quotations, Pricing, Deposits & Title of Goods
- Quotation Validity: Unless otherwise stated on the document, all written quotations and package estimates are valid for fourteen (14) calendar days from the date of issue.
- Scope of Standard Packages: Promotional or turnkey packages cover standard point-to-point surface PVC trunking or existing false-ceiling cable runs up to the specified metre limit per camera/device. High-ceiling scaffolding/scissor-lift rental (above 3.2 metres), underground/outdoor armoured conduit trenching, hacking/plastering/painting of masonry walls, and dedicated electrical power point (13A socket/isolator) installation are excluded unless explicitly itemised in the quotation.
- Project Confirmation & Deposit: Any deposit required to confirm the project will be stated in the quotation or invoice. Unless otherwise stated, a deposit of 50% may be requested for commercial or customised projects to allocate manpower and procure hardware.
- Balance Payment: Unless the quotation or invoice states otherwise, or written credit terms have been approved, the balance is payable upon system commissioning and handover. Any agreed credit period will be stated in writing.
- Title to Supplied Hardware: To the extent permitted by law, title to supplied hardware remains with Lion Securisia until full payment of the relevant invoice is received. This clause does not exclude or restrict any non-excludable statutory rights.
3. Installation, Cabling & Site Readiness
To ensure a safe, tidy, and timely deployment under our bizSAFE Level 4 workplace safety standards, the Client agrees to the following site conditions:
- Site Access & Permits: For condominiums, commercial offices, retail malls, industrial warehouses and institutional sites, the Client must arrange or assist with building management Permit-to-Work (PTW) approvals, loading bay access and security clearance before the scheduled installation date. Where agreed and applicable to the project, Lion Securisia can provide Risk Assessments (RA) and Method Statements (MOS).
- Abortive Visit / Rescheduling Fee: If work cannot proceed because access, permits, keyholders or safe site conditions are not available, a visit or rescheduling fee may apply only where the applicable amount or basis has been disclosed to and agreed by the Client before the appointment is confirmed.
- Concealed Cabling & Existing Conduits: Concealed cabling above false ceilings or through existing conduits depends on safe ceiling access and whether the conduits are clear and usable. If conduits are blocked or inaccessible without hacking, our engineers will discuss an alternative, such as surface trunking, and obtain the Client's agreement before proceeding with a change in scope or price.
- Structural Drilling & Hidden Utilities: The Client must tell our engineers about any known concealed water pipes, gas lines or electrical conduits before drilling. We will exercise reasonable care and use tools where appropriate. To the extent permitted by law, responsibility for damage caused by concealed utilities that were not disclosed and could not reasonably have been identified despite reasonable care will be assessed in light of the circumstances. Nothing in these Terms excludes liability that cannot lawfully be excluded.
4. HDB, Town Council, MCST & Statutory Compliance
We can provide practical installation guidance, but this is not legal advice. The Client and Lion Securisia must each comply with the legal obligations that apply to their respective activities. The Client is responsible for deciding the intended use of the system and obtaining approvals required for the premises, while Lion Securisia remains responsible for its own obligations under applicable law.
- HDB Flats & Common Corridors: HDB advises residents to approach their Town Council for advice before installing CCTV outside a flat, such as along a common corridor. Cameras installed inside a flat should not face the door or windows of another flat, and CCTV should not be installed on the building façade. The Client must check current HDB, Town Council and other applicable requirements before work begins.
- Commercial & Workplace Privacy: Where CCTV or access-control systems collect personal data, the Client must assess and meet the obligations applicable to its use of the system, including informing individuals of purposes where required, establishing a lawful basis for collection and use, and applying appropriate safeguards and retention practices. Clear notices at suitable entrances or locations are good practice and may be required in the circumstances. If the system records audio as well as video, notices should make that clear where required.
5. Hardware & Workmanship Warranty
- Manufacturer Hardware Warranty: Any manufacturer or distributor warranty applicable to supplied equipment will be stated in the quotation or invoice, or in the applicable warranty documentation. Coverage, duration and claim conditions depend on the specific product and manufacturer's or distributor's terms; do not assume that every product has the same warranty period.
- Workmanship Warranty: Any workmanship or installation warranty provided by Lion Securisia, including its duration and scope, will be stated in the quotation or invoice. Please contact us if your quotation does not specify the applicable terms.
- Possible Warranty Exclusions: Subject to the applicable warranty terms and non-excludable statutory rights, warranty coverage may not apply to faults or damage caused by:
- Power surges, lightning strikes, electrical trips, or unstable building power supplies;
- Water ingress on indoor-rated equipment, pest/rodent damage to cables, or extreme environmental corrosion;
- Accidental impact, vandalism, renovation works, ceiling reinstatement by third-party contractors, or unauthorised tampering/resetting of equipment;
- Changes to the Client's ISP router, Wi-Fi SSID/password, static IP configuration, or corporate firewall rules after handover (an on-site or remote reconfiguration call-out charge applies in such cases);
- Consumables such as remote control batteries, backup SLA batteries past their rated cycle, and RFID cards/fobs damaged by physical bending.
6. Ad-Hoc Servicing, Third-Party Takeovers & Annual Maintenance Contracts (AMC)
- Diagnostic & Servicing Call-Outs: For out-of-warranty systems or third-party security systems installed by other vendors, our standard diagnostic call-out rate covers the engineer's transport and on-site fault isolation. Replacement hardware or extensive re-cabling will be quoted transparently for approval before replacement.
- Third-Party System Limitations: When servicing or taking over legacy systems installed by previous contractors, Lion Securisia warrants only the specific components replaced or repaired by us, and cannot guarantee the lifespan of pre-existing aging cables or locked hardware where administrator passwords were not provided by the previous vendor.
- Annual Maintenance Contracts (AMC): Services, visit frequency, response targets and exclusions are those listed in the relevant AMC agreement. Preventive checks may include NVR recording verification, HDD S.M.A.R.T. status checks, camera lens cleaning and lock alignment where specified. Firmware updates are subject to compatibility, risk assessment, backup considerations and Client authorisation where appropriate; updates may cause downtime or affect existing configurations, and are not guaranteed to be suitable for every legacy system.
7. Remote Viewing Apps & Network Dependencies
Remote mobile viewing (e.g., Hik-Connect, DMSS, VIGI App or EZVIZ) and push notifications depend on the Client's internet connection, router and network configuration, mobile service, and the relevant manufacturer's platform and cloud services.
We will configure and test remote viewing at handover where included in the quotation. We cannot guarantee uninterrupted access where performance depends on third-party networks or services outside our reasonable control. Where support is requested, any diagnosis or reconfiguration beyond the agreed scope may be chargeable if the fee is disclosed and approved before work proceeds.
8. Limitation of Liability
CCTV cameras, intrusion alarms, biometric access locks, and retail EAS gates are electronic deterrence and monitoring aids; they do not guarantee the physical prevention of burglary, theft, trespass, fire, or vandalism, and are not a substitute for comprehensive property and business insurance.
To the extent permitted by applicable law, we are not liable for indirect or consequential loss arising from the use of, or inability to use, a security system, including loss of profit, business interruption or loss of recordings due to equipment or storage failure, except where such liability cannot lawfully be excluded or the loss arises from a liability that cannot lawfully be limited.
Any agreed limit on our total liability for a particular project or service will apply only to the extent that it is enforceable under applicable law, including any applicable reasonableness requirements. Nothing in these Terms excludes or restricts liability or statutory rights that cannot lawfully be excluded or restricted. The Client should maintain appropriate independent security, data-backup and insurance arrangements for its own needs.
9. Governing Law, Dispute Resolution & Contact
These Terms are governed by the laws of the Republic of Singapore. The parties will try to resolve disputes through good-faith technical and commercial discussion first. If a dispute cannot be resolved, it may be brought before a Singapore court or tribunal with jurisdiction, including the Small Claims Tribunals where the claim and parties meet the applicable eligibility requirements. Nothing in this clause prevents either party from taking steps required to preserve a legal right or meet a statutory deadline.
